OCD provides updates on COVID-19 response fund use, says it adheres to all COA requirements

Following media reports on the supposed unutilized COVID-19 response funds mentioned in the Commission on Audit’s (COA) annual report for 2021, the Office of Civil Defense is providing latest updates on its utilization, specifically those transferred to various Local Government Units.
In an article published by the Philippine Star dated 19 June 2022 and which was based on the said report, OCD was supposedly “flagged” by COA for the unfinished COVID-19 facilities last year as well as the use of quick response funds. This information was as of December 2021 only and no longer up to date.
OCD wishes to clarify that all the observations and recommendations in the COA Independent Auditor’s Report CY 2021 report were all responded to and complied with by OCD as of June 21, 2022.
OCD inaugurates alternate NDRRMC OpCen or GCCC in Butuan, assures sustained DRRM enhancement

Emphasizing the continuing enhancement of capabilities in disaster risk reduction and management (DRRM), officials of the National Disaster Risk Reduction and Management Council (NDRRMC), the Office of Civil Defense (OCD) and the CARAGA Regional DRRM Council inaugurated today the newly built alternate Government Command and Control Center (GCCC) in Butuan City, today, June 16, 2022.
“The construction of this alternate command center is part of our endeavor to ensure continuity of operations and to strengthen our capacity in providing services to the public in times of emergency,” said Civil Defense Deputy Administrator for Administration Assistant Secretary Hernando Caraig Jr.
“We are witnessing the actualization of this initiative [GCCC] – a testament of our continuous commitment to further enhance our capabilities in DRRM towards the attainment of our mission to build safer and resilient communities. “ he added.
Strengthening cooperation on DRRM: OCD, Hungarian partners meet anew

National Disaster Risk Reduction and Management Council Executive Director and Civil Defense Administrator Undersecretary Ricardo Jalad met yesterday with Hungarian Ambassador to the Philippines, Dr. Titanilla Toth and Mr. Adrian Kiss, CEO of Hungarian Water Technology Corp. (HWTC) to discuss the strengthening of cooperation in disaster response operations.
The meeting focused on the updates on the Official Development Assistance (ODA) Loan offered by the Government of Hungary to OCD for the purchase of 16 mobile water treatment units from the HWTC.
The OCD previously expressed its intent to avail the ODA for the purchase of additional water treatment units to support other regions in their disaster response operations. The OCD is coordinating with the National Economic and Development Authority (NEDA) to process the Investment Coordination Committee (ICC) requirements for the acquisition of the 16 water treatment units.
