NDRRMC first face to face earthquake drill

The first face-to-face Nationwide Simultaneous Earthquake Drill (NSED) since the pandemic began was held Thursday morning at the Legazpi Village, Makati City.

Led by the National Disaster Risk Reduction and Management Council through the Office of Civil Defense in partnership with the Makati City Local Government Unit, the Makati Central Estate Association (MACEA) and Ayala Land Inc, the ceremonial pressing of the button and a full-scale functional exercise were conducted to test the capacity of the local government to respond in the event of a 7.2 magnitude earthquake.

Department of Science and Technology Secretary Renato Solidum in his message, emphasized the importance of knowing and understanding the risks, strengthening disaster risk governance, investing in Disaster Risk Reduction for resilience, and enhancing disaster preparedness for response and to build better forward.

Usec. Franco Nemesio Gacal, representing Department of National Defense Officer in Charge, Senior Usec. Jose Faustino Jr., meanwhile, stressed the essence of being prepared and alert towards safety. “Walang pinipiling oras ang lindol kaya ang wastong kahandaan at pagiging listo ang susi ng ating kaligtasan. Ang ating taos pusong pagtutulungan ang s’yang magbibigay lakas sa atin.” Usec. Gacal said.

Usec. Eduardo Punay of the Department of Social Welfare and Development, Asec. Greg Pineda of the National Economic Development Authority, Metropolitan Manila Development Authority (MMDA) Acting Chairman Engineer Carlo Dimayuga III, Governor Manuel Blas II of MACEA also conveyed their support to the continuing conduct of the NSED.

The use of the incident command system was highlighted in various scenarios which include community evacuation, activation of incident command post, fire suppression, search and rescue in collapsed structures, response to mass casualty incident, and high angle rescue.

Response operations during emergencies caused by an earthquake were highlighted by responders and actors from MACEA, Barangay San Lorenzo DRRM Committee, Makati DRRMO, Makati Bureau of Fire Protection, Makati Parking Authority, Ayala Property Management Corporation, REACT Philippines, 525th Engineering Brigade, Philippine Rope Rescue, humanitarian organizations and other partners.

In his closing remarks, Civil Defense Administrator and NDRRMC Executive Director, Undersecretary Raymundo Ferrer called for continued support in capacity building activities of the government.

“Hindi titigil ang NDRRMC sa pagsasagawa ng mga programa at aktibidad na ganito dahil hindi rin nawawala ang mga banta ng kalamidad sa ating lipunan. Kaya’t hinikayat namin na kayo makiisa hindi lamang sa mga pambansang mga pagsasanay kundi pati rin sa mga aktibidad sa inyong komunidad kaalinsabay ng patuloy na pag-iingat laban sa pandemya. Patuloy rin nating hikayatin ang ating mga mahal sa buhay, kapitbahay, katrabaho at ang lahat na paghandaan ang pagharap sa anumang sakuna.” Usec. Ferrer said.

“Isapuso natin ang natutunan natin sa ating isinagawang NSED at palaging tandaan na sa oras ng panganib, ang taong listo, may kaalaman sa gawaing pangkaligtasan ang nakaliligtas sa sarili, sa pamilya at pamayanan.” he added.

The fourth quarter NSED is scheduled on November 10, 2022, in connection with the observance of the World Tsunami Awareness Day.
