Office of Civil Defense (OCD) officials met with representatives of the World Bank (WB) to discuss areas of cooperation, the country’s disaster management program, and the on-going efforts for the victims of Typhoon ‘Odette,’ yesterday, 1 March 2022 at the National DRRM Operations Center.

OCD officials led by Assistant Secretary Hernando Caraig Jr. presented the government’s various programs focused on the pillars of disaster risk reduction and management: prevention and mitigation, preparedness, response and recovery/rehabilitation.

WB Country Director Ndiame Diop, meanwhile, discussed the World Bank’s partnerships with OCD and the Department of Science and Technology including the Disaster Risk Management Development Policy Loan (DRM-DPL3) which seeks to strengthen the policy and institutional capacity of the Government to reduce disaster risk, respond to, and recover from natural disasters; the Ready to Rebuild (R2R) program for the Local Government Units; support to the integration of GeoRiskPH in Local DRRM plans; the development of an Automated Planning Tool (Recovery Planning App) of DOST; the Fourth Disaster Risk Management Development Policy Loan with a Catastrophe-Deferred Drawdown Option (CAT-DDO 4); publications of DRRM reference materials; among others.

During the discussion on the impacts and challenges of TY ‘Odette,’ Mr. Diop assured the OCD of WB’s support to the Philippine government’s efforts to assist and rehabilitate the communities affected by TY Odette.

“Cooperation between government, stakeholders and partners brings telling impacts in the continuing enhancement of our country’s disaster risk reduction and management system,” said Asec. Caraig Jr.

Mr. Diop also said that WB has mobilized its multi-sectoral team to support Post Disaster Needs Assessment activities particularly in the area of macroeconomics and expressed commitment to provide assistance in the formulation of rehabilitation and recovery plans.

The WB turned over materials to OCD which include the Ready to Rebuild: Disaster Rehabilitation and Recovery Planning Guide Workbook, Ready to Rebuild: Disaster Rehabilitation and Recovery Planning Guide Training Manual, LGU Guide for Rehabilitation
