The NDRRMC Full Council Meeting was held on 17 December 2019 to discuss and finalize collective plans, initiatives, and activities of the member agencies for CY 2020. NDRRMC Chairperson and Defense Secretary Delfin N. Lorenzana led the meeting and was co-chaired by Secretary for Health Francisco T. Duque III.
Office of Civil Defense (OCD) provided updates on the most recent M6.9 earthquake that struck Matanao, Davao del Sur. Also discussed were actions taken on previous disaster events such as the earthquakes in Itbayat, Batanes and Cotabato, Typhoon “Tisoy” in Southern Luzon and Visayas, and flooding caused by the Northeast Monsoon and tail-end of a cold front in Cagayan Region and CAR. Rehabilitation and recovery initiatives and budgetary requirements for critical infrastructures and other sectoral development were also laid out. The Council agreed to create a NDRRMC Technical Working Group that will assess and review further the River Basin Management System of the country, particularly for Cagayan and Bicol Rivers.
OCD also discussed the action plans, possible scenarios, and the roles and responsibilities of member agencies and other relevant stakeholders for the Philippines’ hosting of the ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX) and the ASEAN Committee on Disaster Management (ACDM) and other related meetings in 2020.
Meanwhile, strengthening of the flood early warning systems was emphasized by the Department of Science and Technology (DOST) while Undersecretary Renato Solidum, Jr. also gave the member agencies an orientation of the seismic activities in Mindanao. Department of Health (DOH) briefed the council on the developments relative to the dengue emergency response and polio outbreak response which details the vaccination schedule for different regions.
Finally, the NDRRMC was presented with its Notional Calendar to lay out year-round activities including meetings for CY 2020.
