Butuan City, Caraga Region –OCD Caraga Regional Office is conducting a Training of Trainers (ToT) on Community Based Disaster Risk Reduction and Management (CBDRRM) for forty five (45) Indigenous Peoples Youth Communicators (IPYCs) in Caraga Region on 14-18 March 2016 at Hanuman Hall, Goat 2 Geder Hotel, Butuan City. This is in partnership with the Division Advance Command Post, 4th Infantry Division, Philippine Army, Armed Forces of the Philippines (AFP) and the Philippine Information Agency Caraga Region (PIA).

The training aims to capacitate the IPYCs to be actively involved in DRRM-related activities in their respective locality and become agents for information dissemination. Likewise, this capacity development initiative is one of the priority targets of OCD based on its Annual Plans and Budget (APB) for 2016.

Col. Rey Pasco, Camp Administrator of DACP, 4th ID of AFP related that the 4th Civil Military Operations in cooperation with the National Commission for Indigenous People Caraga Region and the Philippine Information Agency Caraga Region organized the IP Youth Communicators on December 18-20, 2015.

“Angmga IP Youths ang future sailangyutangkabilin. Nakitasa AFP, OCD ug PIA ang importance ninyosakatilingban; nakitanamuinyo cooperation ugmgapangandoysainyongyutangkabilin,” Col. Pasco emphasized.

The Opening Program of the five-day training of trainers was graced by Atty. Leonor OraldeQuintayo, Chairperson of the National Commission for Indigenous Peoples (NCIP) and Atty. Pinky Grace P. Pabelic, Regional Director of NCIP Caraga Region.

“Wala’y impossible kung angusaka-Indigenous Youth maningkamutugmagdamgodililang para sakaugalingon kung dili para sakatilingban. You represent the ancestral domains of this region. Our ancestral domains are headed by our elders but its future lies in your hands. Seryosohaninyopagpamalandongnaangkaugmaonsaatongkatilingbanugkulturanaasainyongmgakamot. Dili kinitiaw-tiawnaresponsibilidad and so I congratulate all of you for saying yes to CBDRRM ToT. Kamuangumaabotnamugunitsahaligisaatongkatilingban. Quintayo expressed during her message.

“Ayawikaulawangatongkultura. Ayawitagoang tong kultura. Ipasigarbougipaambit. Be proud. Stand proud ngaikawMamanwa; ikaw Manobo; ikawHigaonon, kay diha ta mapanalanginan”, the NCIP Chairperson added.

Likewise, Dir. Abner Caga, Regional Director of PIA Caraga encouraged the IPYCs to learn and enjoy the training. “The purpose of education is to make us a better person. Nagsugod ta sawala; and now, we are having another training for you. What was promise to you is now a reality,” he added.

Meanwhile, Dir. Manuel Luis M. Ochotorena said in his message that OCD will advise provinces to tap the IPYCs in the rollout of CBDRRM at the provincial, city, municipal and barangay level.

“As early as now, we shall include IPs in our Annual Plans and Budget for 2017. We shall always have programs for IP Youths in Caraga Region every year,” Dir. Ochotorena expressed commitment.

Dir. Ochotorena also expressed his high hopes to the IP Youths. “Make use of your trainings. Apply these trainings in your daily lives and respective communities. I always believe and go with Dr. Jose Rizal’s statement that our youth are the hope of our nation”, he said.
